reassigning com ports?

Compaq Presario, with Windows ME.
This is the 5000 model with the TI ADSL card.
The “Windows Driver Model” (WDM) installed in a Compaq Presario with Windows ME assigns the modem to com port 3. From what I understand, this is a product of the UART chip on the Presario motherboard.
The modem is a 56K with a PCTel chip.
The modem, as well as the com port, show in the device manager, and detect no conflicts.
Attempt to dial up and receive the error message about no dial tone.
Phone line checks out fine.
Is there a way to reassign the modem’s com port to com 3, to match the WDM assigned port?
Note: Windows Millenium Edition
Can the UART be disabled via BIOS?
Is there another way out of this predicament?
