Rebuild administrative share and security properties on a hard drive

I have workstation that has problems with accessing and sharing of its c drive.
I went to Sharing and Security on the drive:
I found no “C$” share!
On the Security tab I only found 2 users and the domain administrator listed. There is no “System” or “Creator Owner” listed in Security.
How can I rebuild the Sharing and Security defaults to get back “C$” share and “Creator Owner” and “System” in Security?
