Rebuild Dialup Networking

How do I “build” dialup networking in Windows XP Home? I was told I had to do this by an AOL tech because my clients machine takes 3 dial connections to get online and then cannot get to the web.
I have removed and then added the network components in the “Add – Remove Softwera” control panel to no avail.
