Recover deleted files

How can I recover deleted files that are gone from recycle bin as well. I don’t want to pay to buy a third party solution I know there are many.

can anyone suggested. I lost some images that were very important. Please advice..

OS is windows 95 . Also, I once saw a topic in either windows2000mag or techrepublic that had a link to file that you could download and restore
deleted files. I can’t find it either.

Thanks,
