Recycle Bin cannot be configured-need help

My recycle bin cannot be configured, and is stuck to permanantly deleting things that are sent there. I can’t change it for some reason, the entire global tab is grey, all the options are grey and i can’t change it from Use one setting for all drives. i can’t really remember doing anything to cause this, but is there a way to change it back to objects showing up in the recycle bin? really need help on this 🙁
