recycle bin delete does not delete files

I am trying to free up space on my hard drives by deleting files and programs. The “uninstall” feature does not work per a missing file or error. Files that are in the recycle bin will not delete either per a “file system error 1026”. Can you explain how I can fix this in order to delete files from the recycle bin and other folers.
