Recycle Bin Does Not Work

Some where along the line I have deleted the programing for my Recycle Bin. When I click on the icon there is no comand for deleteing or cleaning out the Recycle Bin. There is a folder in windows explore labeled recycle but no icon. The only way I can empty the recycle fold is to select all and hold the shift key and hit delete.
