Reducing monitor flicker rate?

I am running Windows Me and although the computer runs fine, I get a lot of monitor flicker when in Dos prompts or playing Dos games. It really is quite annoying since in these situations the display not only flickers but “rocks” from side-to-side. Interestingly, the flicker rate is virtually unnoticeable/nonexistent to Win Me; it seems to be an exclusively Dos-related problem. My monitor has a max resolution of 70 Hz, but Windows Me seems to only be able to load either settings at 60 Hz or 75 Hz (but not 70 Hz). Any suggestions on how to reduce the flicker effect in Dos mode?
