Refresh Rate

This problem is with Dell monitors. I will set the refresh rate at 85 MHz and everything is working like it should (no flickering as well as a good picture). Whenever I need to restrart the machine the monitor then goes back to its default refreshrate which is 60 MHz. Is there a way that when someone sets a refresh rate that it will stay at the refresh rate that was selected? Thank you for the help.
