Registry configuration error

I’m recieveing the warning; Windows has detected a registry/configuration error. choose, command promt only, and run SCANREG.

When I follow this command nothing happens, only says bad command or file name.

Now it’s also stating
The following file is missing or corrupted:
C:\WINDOWS\HIEM.SYS
C:\WINDOWS\DBLBUFF.SYS
C:\WINDOWS\IFSHLP.SYS

This PC is was running win xp.
