Registry data not found

I have a particular PC that will not register any user accounts other than administrator. All other groups come back with no registry data. It will reconize the user, but none of the settings.
The platform is pentium 133 mhz. 68 meg ram. winnt 4 sp6a. 3 HD, 5 partitions.
