Regular users get no sound – Administrator does

Linux Fedora 7 PDC controlling Win2k Pro workstations. On (at least) one Winbox I get sound only when logged on as Administrator. Regular users – local or domain – the box is dead silent.
When logged on as a normal user and testing sounds from Control Panel I get “Can’t find file %SystemRoot%\Media\Windows XP xxx.wav”, where xxx is, say Hardware Failure or Windows theme. As Administrator sound test works perfectly normal as does sound from programs.
Any ideas out there?
