Relative addressing in shortcuts

I am trying to set up a number (approx 300)shotcuts that refer to approx 200 files spread across about 10 subdirectories of a main directory. In DOS I could just enter the subdirctory name followed by the file name to execute it. Win 2K & w98 shortcuts do not appear to allow thus, what am I missing?
