Relocating Offices

I work with a IT group, and the organization move recently. The higher IT workers worked on moving our Internet and email server, then said that they could not connect to the Internet at the new site. They said they must move Internet server back to old site because the IP address that we are assigned will not work at the new site. Is this normal?
