Remote connections using Windows 2000 Pr

Currently we are installing Win2K Prof. on our laptops. For obvious reasons we are locking down users by only giving them User Rights. We want to support our field users by dialing in as remote users with Administration Rights. We do not want to have to tell the users the administration password everytime they run into a rights issue. Any suggestions on how to accomplish this task? I think we can use NetMeeting to do this, but I am unsure of how to configure it. Thanks for your help.
