Remote control & admin on win9x PC

Hi, Does Microsoft or others give out any service patches that can be installed on Win9x PCs in Netowrk Neighbourhood to have Remote Control Access of them from a central server or monitor them fr bandwdth usage ??
CA TNG Unicenter & SMS are commercial options, I am looking at cheaper & freeware ones.
