Remote Reboot of Notebooks

I support several hundred Panasonic CF-27 Toughbooks located among several locations (perhaps you have had the unfortunate opportunity to see these in police cars). They are using Windows 98 and are connected to a NT4 workstation/gateway. They also have wireless modems. The gateway and wireless modems are connected to the WAN.

At the end of the day the users dock their unit on a special rack. Overnight, a software process and replication is begun. During these processes, their is a reboot. But sometimes Win98 hangs, thus the process is incomplete.

Is there a way to remotely reboot these units? There is no wake on LAN and there is not network connection(?) during the hang.
