remotely enabling File and print sharing

Is there a way to remotely enable file and print sharing on a remote computer? These are Windows 2000 workstations. I need the ability to remotely reboot the computers which I can through shutdown.exe but file and print sharing must be enabled. But currently our Win2k images have this disabled.
