Removal of Desktop Icons in win98 setup

Has anyone been successful in removing Desktop icons using the Msbatch.inf file (Q239006) when doing a upgrade from windows 95 to win 98?. I have added the Microsoft recommended sctions to the inf file, but the MSN Icon and the Connect to the Internet icon still appear after I do the upgrade. any suggestions?
