Removal of W2K task bar

Is there a way to remove the task bar from the desktop? I am working on a project using W2K that controls equipment in a factory environment. The operator needs only to control the equipment and must not be able to access any other part of the system. No tammpering from the operator can be tolerated. The system must be secure. Only the administrator can have access to any changes made to the system. I have been looking into the Group Policy settings but have found nothing. Is this the correct way to approach this?
