Remove Restart Option

I need to be able to either remove ‘restart’ from the
Shutdown dialog box or either force windows to shutdown on a
restart or shutdown without bringing up the dialog box at
all.

Is there a registry setting somewhere that can hide the Restart option when you choose shutdown?
