remove start up programs in windows 98

I’m trying to remove start up program using msconfig |start up tab. One of the programs keep popping up is the Windows 98 Welcome program c:\windows\welcome.exe. Even after I unchecked in the start up it still pop up. I have to rename the welcomexx.exe to stop, but the wizard then popup trying to search for the program. I also have a different program automatically load up or add itself in the start up after I unchecked it. Where do I go to disable all these?
