Remove Stationary Files from Outlook 2003

I’m trying to figure out how I can remove the stationary files from Outlook 2003 to prevent our users from using them. We are putting new procedures into place and forcing “plain” emails instead of pretty emails with stationary and graphics. Can this be done system wide or does it have to be done computer by computer?
