Removing network neighbourhood

I have a problem of my nosey users using the Network Neighbourhood from Win 98 Clients to “surf” the network and get into other machines.

Though we have shares existing it is becomming a problem to administer and maintain it.
I would like to know if the network neighbourhood can be disabled on the win 98 client for all users except admin.
