Removing Run Command in WinXP Pro

Hello Everyone,
I have Windows XP Professional systems on a NT4.0 network. I need to remove the run command from the start menu of the users. I have it removed through the user’s logon script on the NT server, which works fine with Win98 comps. butdoes not affect 2000 and XP for some reason. I go into MMC(Microsoft Managemnt Console), go into: “Console Root\Local computer Policy\User Configuration\Administrative Templates\Start Menu and Taskbar” and then I ENABLE – “Remove Run Menu from Start Menu”, Logged on as Administrator of local machine and then of the Domain; save settings, restart, recheck settings(still enabled) and the “Run Command” is still there no matter who logs on. Any ideas?
I also am trying to disable the Control Panelfor users but NOT Administrator.
Any help would be Greatly Appreciated.
