Repended hardware search

I have a Compaq Desk pro…with windows 98SE. when boot the computer it shows it is searhing for new hardware and driver for hardware…what it shows it is looking for is a PCI serial controller…… this PCI card was removed as well as deleted from device manager…but each thime a delete it it looks for it on reboot the PCI card is not in computer was removed .. the computer won’t shutdown it keeps rebooting and I feel this is all or part of the problem… I also know that not allowing fast shutdown can help but that option is not showing up …
