Reset W2K Permissions on “Dropbox”

I have a file server running Win2K with the home directories and a public “dropbox” on the same partition, in the same subfolder. The dropbox is used as a central repository among departments. Unfortunately, when UserA copies a file into the dropbox from his home directory, it retains it’s original ACL (i.e. CreatorOwner = UserA) and UserB can’t open it. I want to keep the dropbox in the same folder as the home dirs so that users can easily find all of their stuff in one location. Is there some way to reset the permissions of a file as soon as it’s copied into another folder without moving the destination to a different partition?
