Resizing a window

How would you go about moving or resizing a window. the bottom half of the application takes up the upper portion of the screen, and the window is not resizable and i cant view the title bar to move the window around.

ive tried changing the resolution to every size in the book and changing the window size but still no luck…anybody else with some ideas?

its a 16 bit application on a windows 95 machine. its also a network application, and she is the only user experiencing this problem.
