Restart after reloading Windows

Changed Hard drive, reformated drive and loaded Win 98 upgrade, computer will go through the “copy” files process and go to the reboot phase. However when it restarts it locks up just prior to the windows screen. You can see all the bios stuff on the screen but it won’t go to the hard drive and load windows. The bios does see the hard drive on the restart.
