Restart = Shutdown?

Hi everyone :),

I have a quick question regarding my computer.

It’s running WindowsXp and it recently has had a new motherboard installed. Now here comes the problem, when I click restart it shuts down completely.

While this is a life altering problem it gets a bit annoying and I’m really curious as to why it happens. Any help would be greatly appreciated
