Restart…Shut Down…

I am running Win2K Server on a Dell Dimension 8100. Restart brings me to a blank blue screen (not the blue screen of death) with a white cursor, and shuts off the hard drive. That’s it. Won’t restart until I turn off the PC. Same with Shut Down. I have the latest BIOS for Win2K from Dell installed. Is this hardware or OS related?
