Restrict access to the Internet

I have created a group called “Internet”
This group is created in Windows NT.
I access the Internet using leased line through Cisco Router.
I want to limit the Internet access so that only people belonging to the “Internet” group can access the Net.
Alternative suggestion to allow only a group to the Internet Access is welcome
