Restrict User access on a PC

I would like help to perform the following.

1. Only give access to users to go online, but not be able install any programs.

2. lock c:\ drive so they only have access to my documents folder.

3. Users can use MS Office products but not be able to save files on the PC.

4. Never be able to install aim, winamp , p2p products and such.

5. i would like to be do this to a certain user profile leaving the admin level intact of course.

any help on this matter would be greatly appreciated.
