restricted sites

after installing ie 6 service pack 1 in windows 98 my windows desktop folder had a restricted sites icon in the lower right hand corner when I open an item in that folder a box appears asking if I want to open from this site. I was able to turn this off by going to view unchecking view as web page I have also lowered the setting in internet options security to medium. Is there a problem with this service pack ?
