Restricting users access to a CD

Hi, What is the way of restricting the access to the CD-R files/data. The basic idea is to have control to who uses (open’s/copies ) the CD after I write it, preferably just with a password, I.e, the CD on access should throw up a box
for the password and only if the password is right the user should be able
to access the CD. Please let me know how we can achieve this or also let me know if you are aware of any utilities which is capable of the same. I use HP CD Writer 8200 series.
