Restrictions win 98 SE

All of a sudden, when I try and click on a link in Outlook, I get a message “The operation has been canceled, due to restrictions in effect on this computer. Please contact your system administrator.”

The only thing that has been done is some windows update. Also, on this system, I can not use the internet connection wizard…restriction message again. This win 98 system use to be on a network a long time ago. I have looked everywhere on this system and can not find anyway to clear all restrictions. I am logged on as system administrator automaticaly.
