Rights

I’ve noticed that when using peripherals, i.e digital camera or scanners that have a USB connection, unless you have administrative rights, you can not access them if you disconnect or turn-off. Why is that? All drivers were installed as administrator, and everyone has permission to access and rights to use. I should add that the situation is made more complicated b/c the computers are in a workgroup, so group policies are not an option.
