rights to format

I have recently deployed new computers company-wide, and set default users to be restricted (i.e., not power users). This prevents users from formatting drive… a good thing, except in the case of zip disks, or other removable media. I would liketo find a means to add formatting rights to the drive in question without upgrading the users to power user or administrator rights. Does anyone have an idea how this is accomplished?

I have tried creating a share (though I do not want workstations sharing drives), and the local user still cannot format the drive. I have sought possibilities in local group policies or NT policies (we have not implemented Active Directory, yet). I am at a loss, and iomega will only suggest assigning
