rights to perform ipconfig release and r

My company has about 400 remote clients using NT 4.0. Company policy is to only give the clients “power user” rights (not even local admin rights are granted). How do I allow these clients to perform an ipconfig /release and ipconfig /renew without giving these clients admin rights? This is especially important for those clients who have broadband access (DHCP) at home and a T1 line at work (also using DHCP).
