RRAS & IP’s

I setup RRAS on my test server at home. In the DHCP scope there are 15 IP addresses. I have two other pc’s on the network. I started receiving warnings in Event Viewer that the DHCP service was out of IP addresses. My server and two other pc’s each are using one and RAS is using up the rest. I now understand that I should have configured RRAS with its own scope of IP’s, but why did RAS take up the remaining 12 addresses when there are not any active connections while using DHCP?
