Rundll Error Message: NEWDEV.DLL

Receiving the following error message:
Title Bar: Rundll
Message: Newdev.dll missing entry client side install. OK.
If I click ok it goes away and will reappear.
I have Win XP Professional, AMD 1700 MHZ processor, 512 DDR Memory.

Can someone tell me what this error is,what is causing it and in detail how to fix this error. Please be specific when giving details.
