Running a command on Remote PC

I would like to know if have a command on Windows 9x for running commands in remote PC’s.Without using PCAnywhere or CarbonCopy.
Per example I would like run the follow command:

rundll user.exe,exitwindows

(shutdown Windows 9x in remote PC)
