Running Exchange 5.5 on NT

I am running MS Exchange 5.5 on NT 4.0. I have outlook web access for the exchange server installed. When users enter their user name and password the cannot gain access unless the have administration permissions. I don’t want to give all of my users admin permissions. Can anyone help?
