Running Personal Oracle on Windows NT

I Downloaded Oracle’s personal Version to my Windows NT PC and ran the install. After doing so It created a Web Server on that PC. When I try to start the web server, I get a dos dialogue box for about 3 seconds and then it shuts down. Does anyone have an idea of the problem or how I can find out the problem with the server?
