running program buttons not on taskbar

In windows 98 se, active program buttons do not show on the taskbar. All other portions of the taskbar (systray, quick launch) display as normal. Attempted fixes listed in MS Knowledgebase – no improvement. No viruses found. Buttons do appear whenin safe mode.
Any suggestion to restore the program buttons would be appreciated.
