running scandisk and defragmenter

Whenever I run scandisk or defragmenter in Windows 98,they run for some time ,then start from the begining once again and run for more time than in the fist instance,like this they keep on going.Thereby wasting a lot of time.
Please advice what is wrong and how to make them run continuously till completion.
