Runtime Error

What are run time errors? I get one titled
program c\program FILES\NETSCAPE\communicator\program\NETSCAPE.EXE.

then I usually end up with an illegal something message and I have to CTRL ALT DELETE which sometimes ends in having to switch off the computer as I can’t close down normally.
