Safe Mode never loads desktop

I have a labtop and it keeps blue screening with a stop: 0x00000007 (…. message and when I try to log in as safe mode the computer is running the cpu at 100% and it looks like CRSS.exe is causing all the cpu usage. I just need to log in and get data off the hard drive. I have tried all the boot options like VGA mode and all that but no luck. Any suggestions on how to stop this process? Like maybe on a command line?
