Safe to delete?

I have just finished a system scan with McAfee anti virus and it detected 4 infected files in the Restore folder. The location is C:\_RESTORE\TEMP

Virus Name IRC/Flood.i
MS DOS name: A00274233 .cpy
A0027437.cpy
A0027473.cpy
A0027478.cpy

My questioin is …. is it safe to manually delete these files as the anti virus did not delete them. It gave the message that the files cannot be cleaned and shuld be deleted, but after scanning a second time, all 4 files are still showing asinfected. If it comes to the point where a format is required, will that totally remove the virus?
I am running Windows Millennium Edition, MS Office XP …. anything else you need to know? Juast ask.
