scandisk and defrag freezing

I have a win 98 os and when I try to run scandisk.exe or defrag the programs freeze. During scandisk it will usually freeze when it is checking fat tables. I had a problem loading office 2k so I uninstalled it. I have also been installing some downloaded programs off the net. Not sure when the problem started.
